Luena is a municipality located in the autonomous community of Cantabria, Spain. According to the 2007 census, the municipality has a population of 831 inhabitants. Its capital is San Miguel de Luena. The municipality consists of a valley which runs from the Cantabrian Mountains to the North, until it reaches the valley of the river Pas. It is a markedly rural area, where the traditional economic activity evolves around the cow.

History
El municipio de Luena consiste en un valle (el del río Luena o Magdalena) que se extiende desde la cordillera Cantábrica hasta la confluencia con el Valle del Pas. Se trata de un municipio marcadamente rural, en el que la forma de vida tradicional gira en torno a la ganadería vacuna (especialmente de la raza frisona). Luena es un municipio de tendencia poblacional regresiva.

José Ángel Ruiz Gómez (PRC) fue el alcalde electo tras las elecciones municipales de 2007, pero una sentencia del Juzgado de Primera Instancia e Instrucción de Medio Cudeyo le condenó por una falta, tras agredir al militante del PP Enrique Blanchard. De esta forma fue sustituido por José Luis Castañeda (PRC). En las elecciones del 22 de mayo de 2011 José Ángel Ruiz vuelve a encabezar la lista del PRC.
